1989 toyota corolla 4dr sedan 2bl carb engine question?

I have a very hard time turning this car on in the mornings, sometimes if i give it no gas, it takes 25-30 times of turning it on till it stays on, then it dies of course if i don't give it gas.

However, if i do give it gas before and after turning it on it helps. But the car seems very weak and started out fine with giving me 35 mpg, now i'm lucky if i get 20! This has been the case in the last 6-8 months.

I have done this so far:
New Carburator
New Fuel Filter
New Air Filter
New Spark Plugs
New Wires
New Distibutor Cap
New Rotor
New Alternator
New Battery
New Terminals
New Fuses (all of them)
New Valve cover Gasket Kit

A friend told me it might be the Distributor, the $200 one!
He said it goes in the head and has a new ignitor, and rotor.
Could this be the problem cause spending that much on yet another part that doesn't fix it is killing me! Also the engine in park, or idle just goes up and down, surging. like it's revving by itself, then stops, then starts.

first thing, when your car is running do you hear any hissing noises coming from under the hood? if you're not sure have someone listen or you listen while someone starts it. it sounds like to me that you have a very bad vaccum leak somewhere and i am willing to bet that its around the intake or carb base. start the car and use a carb cleaner spray to spray vac. hoses, around the intake and base of carb. while the car is running. if the car picks up and runs smooth then pinpoint where the leak is coming from and repair it. just to be sure spray the same spot you think the leak is coming from while the car is running and go for it. good luck.
